Will be better rename forum 'How To' to 'Help and Tutorials' or anything else. Seems nobody read message 'Please, don't post questions here!'.

It is probably because if you start a new topic from the forum's main menu (i.e. the tab strips upthere), then it will be selected in the category dropdown, since that is the first forum anybody can post in...
So renaming won't solve the issue, I'm afraid...
