Did you actually hold the EXT button while turning on the transmitter?

I had similar problems with device drivers in Windows 8.1. I opened the DFU upgrade tool, plugged in my Devo 7E, turned it on while pressing ext, and nothing.
I checked the device driver in windows device manager, and there was a yellow asterisk on the device. I tried updating the device driver and pointed windows to the deviation folder to find the driver, but windows couldn't find the driver.
I turned my Devo off, and closed the upgrade tool. I reopened the upgrade tool, turned on the Devo while pressing ext, and it showed up in the upgrade tool. I hope this works for everyone else with this problem.

I was having a similar problem, Dfuse application installed fine, but my McAfee AV was blocking some of the changes, so it was not detecting my Devo when plugged in. Same result on two computers. Disabled McAfee and reinstalled Dfuse and it worked fine after that.
