They aren't commands, they're configuration options. You can set all of them but the [safety] section from the transmitter UI, and the valid values for all possible options are listed in the manual. Since the values that show up in the UI aren't necessarily the values that are used in the .ini file, you'll need to try them and see. Doing that in the emulator is probably the easiest way to go.
The contents of the safety section are documented in the manual. For now. Expect that to turn into documentation on a safety settings page when it gets implemented.
