The symptoms you mention could be because you unplugged your Devo USB connection without doing a Windows Safely Remove, which can corrupt the flash drive. Sometimes this happens because you didn't format the Devo flash drive before copying the file system onto it. And sometimes it's just a glitch during the process somewhere. Don't panic, this happens sometimes and it rarely if ever bricks the Devo.
The stock firmware links are in the menu to the left.

1. Boot holding EXT and Load DFU
2. Power off
3. Boot holding ENT and see the USB drive in Windows explorer
4. Format the USB using defaults
5. Copy the Devo 7e files from the release zip file. You don't need the debug.zip file
6. Use Windows Safely Remove USB to disconnect the Devo drive, wait a few seconds, then power down the Devo.
7. Restart Devo and calibrate sticks, then power down
8. Restart Devo holding ENT to get to the USB drive, edit hardware.ini if needed, add models and other files, safely remove, then power down.
9. Restart and use.
Let us know which step is giving you problems.

After flashing the DFU file, you need to copy ALL folders and all files except for debug-devo7e-xxxxxxxx.zip, deviation-devo7e-xxxxx.dfu and UPDATING.md.

Ok heres what i done..2 different ways..
1st i loaded the dfu file..devo 4.01 dfu file..2nd I turned off them opened with power and ENT which brings me up to the fiies on usb in (radio)?
then I tried going back to the file and copying all the files except the dfu and debug andupdating..When i do that it asks if i want to replace file after file
over and over....so i do that and its still wrong...
so then I go back to defuse tool and run the file again....then i power off the ent and power up to the usb on radio
i reformat the drive then its empty so i copy the files as above except the defuse and debug and updating file and it works
except when i try to remove the semicolons for nrf module and change to a13??
what step am i missing?
