After installing the dfu with the DfuSe tool, did you power down and bacj up again in USB mode to copy the library over?
In the user manual it states too..
Turn off the transmitter, and turn back on while holding ‘ENT’. There should be a USB logo on the screen. If this is a first-time install of Deviation, the PC should prompt to format a drive. Format using default options. Next, upgrade the file system via USB.
Read "2.2. DFU Installation With Walkera DfuSe" and "2.3. Upgrading the file system via USB" of the manual and try again.

Ok, remove/unplug the battery from the tx for 15 mins, make sure the battery is fully charged regardless of what voltage your measured, then plug it back in and then switch it on while pressing the EXT button, it should go into program mode.
If it's still not working I don't know what else to suggest, perhaps someone else on here has had a similar issue like this?
