I have a Master CP and the receiver currently features a "Soft On" throttle cut/hold feature which delays the response 1-2 seconds from the time the feature is turned on. This essentially makes the feature useless. I am wondering if there is a way to download the firmware from the receiver using the up02/up-02 combo and modify the code to make it an instant action instead of a delayed action. I have other walkera products and the cut is instant using the same TX (DEVO 7). It seems this is more of a transmitter firmware site, but I thought maybe this is possible?

I doubt that it is at tx side, especially since you wrote, that on other models work immediately.

What I meant by that is this site seems to deal with Transmitter firmware, not Receiver firmware. I am sure the issue is with the RX, which is why I am attempting to export and modify the RX firmware.

Yes this site is about the transmitters.

You don't have to download the fw from the rx, because it is downloadable from the Walkera site, however it is not that simple to disassemble, change, recompile and upgrade it!
I don't say it is impossible, but very close to it, and probably doen't worth it: if Walkera releases a new fw, you have to do it again.

I think it is better to contact them and complain about this. If they will get enough user complains, they may release a fix for this...

I have already sent an email to them complaining about the issue but did not receive any response. I understand that if there was a new firmware and I choose to install that new version I would need to make changes to that firmware if the issues weren't resolved, but that would only be needed IF I wanted to go to the new firmware. I have downloaded the latest firmware from the site, so I will start there. Just gotta figure out what language the firmware is written in so I can find software to view the file.

Well, in whatever language it was written, it is a binary now, so you have to disassamble it, and even then you will have some assembly code.
Furthermore if they use some bootloader in the MC to upgrade it's fw, it very well might be even encrypted in some way, just like the tx fw was...

First you have to determine what microcontroller they use on the rx.

Just now I received from Walkera Support-manager a Firmware for Master CP, which how say Walkera resolve delay-problem. We can try this firmware and report there about results. OK ?

OK, long ago.... ;)

But I did a test and the firmware did not solve the problem with the delay with my Master CP :(

That is the same file as in this thread on rcgroups.com
The intention of this firmware is to fix a problem with binding with Fixed ID
