with the devo10 there is no indicaton of 'on' (unlike the devo8/12). It is likely in a boot loop hung in a hard-fault. tun off the Tx, unplug the battery, wait 10seconds, plug in the battery, power up while holding EXT. Putting the wrong ROM on the TX will not damage the Tx in any case I've seen.

Edit: I misread your first post, I didn't see you tried the wrong file. Follow PB's instructions and start new, it'll be fine.
When you try to turn it on what exactly happens?
Does the computer recognize it as a USB drive? It should, if it took the flash correctly it won't boot till it's formatted and the new file system loaded.
Try this:
* Tx off, plug in USB between it and computer.
* Hold ENT, switch on TX
* computer should recognize it as USB drive
* Format it. Use default settings
* copy needed files/directories from the .zip into the root of the USB drive
* "Eject" USB drive
* Switch Tx off
* Switch back on with no buttons pressed (cable may be in place or removed for this, no difference). It should boot.
