In that step 5, he says to "turn off" the fixed ID code. You actually have to delete the numbers that are in that field. But this is not the critical part.
Step 6. Re-insert the bind plug in the receiver.
Step 7. Power on the receiver and see a rapidly blinking red light.
Step 8. Power on the transmitter and (assuming you have chosen a Devo protocol for the active model) see the red light go solid.
Step 9. Remove the bind plug and power off the receiver.
Step 10. Power off the transmitter.
That's the initial binding that you must do.
You can continue on with his Step 5. to make a fixed ID.
Let me know if I've screwed up somewhere
<Edit> About his missing something... his procedure is more about making a fixed ID and not about binding for the first time. From that standpoint his tutorial is OK, but his title is wrong.

In the case of Devention firmware, yes, you do need to turn off the Fixed ID switch that is present. The Deviation firmware does not have a switch.
But, everything else should be the same. So, is that switch turned off in your transmitter? If not, tu;rn it off and try again, then report back.
Sorry to mislead you.
<Edit> Oops again! I see that you say you are using the latest nightly, so you must be using Deviation. So, no switch to contend with. But, why didn't it bind? stumped for the moment.

I believe this is deviation and not devention, but I could be wrong on that

it is either low or high and arms the motors. I'm not sure what to do. I'm giving up for now.

My advice, switch to cleanflight since there are great documentation files about anything you need to know.
Lack of knowledge and a weak setup will cause you to crash more than necessary..

My fixes.
1. Flash to cleanflight
2. Calibrate tx
3. check model.ini file and made sure all channels were set up right.
4. Change end-points under model menu, mixer
5. Set channel6 to fdmode0 to use aux switch to change flight modes
Done.
It took me a while, but I think I have the first part set. Now I am learning how to set the 3 position switches.
I get it to switch only between high and low. How can I use the full 3 range?

This not part of the Deviation software, use the Cleanflight - Configurator (modes) to assign a valid range to each function.
