DeviationTX going read-only

I am planning to make DeviationTx into a Read Only site at the end of October.
Logins will be disabled and posting to the site will be disabled.

Following that, I will likely consider shutting it down entirely in 2026. I think this project has mostly run its course, and those die-hard users still have access via GitHub.
