I have a new receiver and I'm wondering how to use the binding plug where can I get that information?

Look in the manual for the receiver. It varies from manufacturer to manufacturer, and sometime from receiver to receiver for a manufacturer. And for extra jollies, different manufacturers have different "bind" plugs.
