Any way to programatically tell if I have an RX bound?

generally, no.
For the Hubsan and J6Pro the Tx will detect initial binding, but cannot tell if binding is maintained after that time.
For DSM/Devo, the presence of telemetry can be used to determine if the Rx is bound (assuming the Rx supports it). For other cases, there is no way for the Tx to know.
