hardware.ini load sequence was created by silpstream

Hi guys, I was wondering if we could move the loading of hardware.ini higher up in the initialisation sequence. If we are moving towards shifting hardware configuration to the ini file, it would probably be useful to be able to read this file before certain ports/pins are configured/initialized.
