It is within the specification, not an overdrive.
IMO the output power of the CYRF is only lowered because of the type of the power amplifier used after it...
However it might have an effect on the RF output, since the PA receives a larger signal on it's input, but so far nobody has reported any issue with the 150mW setting.

The CYRF itself is only up to 4dBi (2.5mW)max and the PA is designed for this
power output.
But you will achieve more range with a suitable antenna than with much output power.
