This is the safety switch feature, which is a per-channel feature allowing you to force a channel output to a specific value with a switch, ignoring all the programming. The safety feature discussed above is a per-model feature, allowing you to specify for each channel a value for which it's safe to connect to the model. The former is for things like throttle hold, but gets used for things like Panic switches as well. The latter is to warn you about channel values that could cause the model to do something unsafe - like spin the props or take off - if you connected to it with them set that way.
