I have been able to bind my J Perkins Twister Quad AKA WL Toys V949 to my Devo 7E. I know this is a long shot as it's an older model but does anyone have a model ini file for this quad

Try this file. It is for the v959 but should work for v949.

This file is for a 7e with two extra 3 way switches installed. The flip button is fmode 1 and TH is hold 1. Lights are also programed to a switch (can't remember the exact switch). The other functions are not programed because this is a v929 airframe with a v959 FC so no special attachments (Camera, bubble etc.)

This model zip is a little different from the one I used. Does it bind automatically or do I have to change any settings first?

The SymaX protocol uses auto bind, so first connect the battery at quadcopter and after some seconds start the TX. They will bind automatically.
The Unique ID at this protocol, is used to randomize the TX address and channels used.
Be aware, from 15-2-14 nightly, the SymaX protocol changed to reduce code size and now is allways at high rates. We need to simulate rates with the mixer.
My config file have this changes.

I used the x11c and x11c-1 and syma still will not bind. do I need to delete the fixed ID or which receiver protocol do I use. Can not figure what I'm doing wrong to keep it from binding.

Should this work with the X11 as well as the X11c? I am using a Devo 10 and installed both the A7105 and nRF24L01 modules... I have been flying my X1, so I know the A7105 works. (New to all this--it took me a while to get to that point.)

The X11 model config shows "bind" next to the V202 protocol, so it appears to be enabled.

I have installed the latest nightly using dfuse; my tx shows 4.0.1-e1a3b14 at startup. I then copied all the nightly files over via USB.

Can't get it to bind to the X11. Here are my hardware.ini, tx.ini and model files. Can anybody tell me what I'm missing here?

You are trying to bind with your X11 using V202 protocol.
You need to change your model file and bind with SymaX protocol.

I attached my Syma X11 model file and model icon.

Which switch typically engages flips? I tried everything on my X1 and could get it to work. (My X11 has a bum motor, so I can't actually try it at the moment.)
